After Repeated Incidents, Haryana CM Holds High-Level Closed-Door Meeting, Orders Immediate Action Against Criminals and Gangs
CHANDIGARH: In a sharp and urgent response to rising criminal incidents across Haryana, Chief Minister Nayab Singh Saini held issued strict directions to the top police personnel of the state to adopt a zero-tolerance approach towards crime.
Chairing a late-night, high-level, closed-door meeting at the Civil Secretariat on Thursday, Saini made it clear that he will not tolerate lawlessness and asked them for swift and decisive action against criminals operating in the region.
The official sources told The Sunday Guardian that the emergency meeting was convened following a violent attack on a bus carrying Baratis (wedding guests) in Karnal on Sunday night. The bus was reportedly targeted on Meerut Road near Karnal sugar mill, where assailants smashed windows, looted valuables, and injured at least seven passengers.
The intial police reports suggest that the attack reportedly took place after an altercation near a liquor vend, and the issue was raised on social media platforms raising questions over the working of Karnal police.
Sources said the Chief Minister took serious note of the incident following a direct complaint from affected citizens, prompting him to summon the Home Secretary, Commissioners of Police, Superintendents of Police, and other senior law enforcement officials for an urgent review of the deteriorating law and order situation.
“The police must act without hesitation. The name of Haryana Police should instill fear in the minds of criminals”, Saini told the officers.
He instructed them to use every available tool to ensure such incidents are not repeated and to make visible efforts in restoring public faith in the police force.
This was the second such confidential meeting in less than a month as last month the chief minister had chaired such a meeting a gave the state police a free hand to make Haryana free from criminals and gangsters.
The officials sources said that the routine staff from the CM’s Office and police department were not allowed inside the meeting.
This crackdown is being interpreted as the launch of a state-wide anti-crime operation, likely to include swift arrests, targeted actions against gangs, and intensified patrolling in vulnerable areas.
An official who attended the meeting said that during the meeting the chief minister made it clear that he wants to send a clear signal to criminals ang gangsters that lawbreakers will be dealt with harshly, and the police will have full government backing to make the state crime free.
The move comes against a backdrop of mounting political pressure. The opposition has long accused the BJP-JJP government of failing to maintain law and order. Recent high-profile killings — including that of JJP leader Ravindra Saini in Hisar (July 2024) and liquor contractor Shantanu in Kurukshetra (June 2025) — have been cited as evidence of the deteriorating situation.
The officials said that the Thursday’s meeting also addressed the rollout of three new criminal laws, implemented on July 1, 2024. Saini instructed Director General of Police (DGP) Shatrujeet Kapur to hold awareness seminars to educate civil society and the youth about these laws to promote better legal understanding and compliance.
Haryana has witnessed a dramatic surge in organized crime in past couple of months with nearly 50 active gangster syndicates operating across the state and extending their reach beyond Indian borders. The Special Task Force of Haryana Police in 2025,so far arrested 58 rewarded criminals, 101 gangsters/gang members, and 178 heinous offenders.
