MOSCOW, Oct 12 (Reuters) – Russia has imposed a moratorium on nullifying fuel damper payments until May next year, according to a presidential decree cited by the RIA state news agency. Fuel damper payments are subsidies paid to oil refineries to compensate for potential losses from withholding fuel exports in favor of supplies to domestic market.
