Australia has reclassified India to the highest risk category for student visas, triggering stricter checks for Indian applicants and other South Asian countries. The change, effective January 8, 2026, means Indian students will face tougher documentation, deeper scrutiny and longer processing times as part of efforts to address what authorities call ’emerging integrity risks’. This move could reshape study-abroad plans for thousands of Indian students heading to Australia for higher education. 

What is the Highest‑Risk Category and Why It Matters?

Australia manages student visa applications using the Simplified Student Visa Framework (SSVF), where countries are ranked from Evidence Level 1 (lowest risk) to Evidence Level 3 (highest risk). India, along with Nepal, Bangladesh and Bhutan, has been elevated to Evidence Level 3, the strictest category.

Being in the highest‑risk group signals that visa officers require more extensive proof of finances, academic history and genuine study intent compared with lower tiers. It also means additional verification of documents and background checks.

Officials say the adjustment is meant to balance educational opportunity with concerns about possible misuse of the visa system. “This change will assist with the effective management of emerging integrity issues, while continuing to facilitate genuine students seeking a quality education in Australia,” a Home Affairs spokesperson said.

Why India Moved to the ‘Highest‑Risk’ Category?

Australia did not publish a detailed list of specific offences that triggered India’s re‑rating, but reports and officials point to increasing instances of fraudulent documents and non‑genuine applications as key factors. Industry sources say the shift was an out‑of‑cycle decision, meaning it did not wait for the usual annual review — a sign Canberra sees the issue as urgent.

Former immigration figures described the move as “highly unusual” and linked it with concerns over fake degrees, forged financial statements and document fraud, which have drawn scrutiny from both Australian and Indian authorities in recent months.

India accounts for a large share of Australia’s international students, with nearly 140,000 Indian students out of about 650,000 total enrolments in 2025. The large numbers mean any change in visa policy directly affects student mobility and institutional planning.

How Does It Affect Indian Students Planning to Study in Australia?

For many Indian students, the change means:

  • More preparation and documentation are required before applying.
  • Early application timelines become crucial to meet intake deadlines, especially for July or August 2026 starts.
  • Higher chances of follow‑up questions or interviews, increasing uncertainty.

Despite the tighter process, Australia has not banned Indian students, it has only raised the evidence standards for their visas. Genuine applicants with complete, verifiable records are still likely to receive approvals, albeit after a more detailed assessment.

  • Visa officers also have greater discretion to contact referees or institutions directly for verification.

Longer Processing Times & Higher Scrutiny

The shift to the highest‑risk level is expected to increase the visa processing duration significantly. What once took three to four weeks might now stretch to six to eight weeks or more due to manual reviews and follow‑ups.

Education consultants warn that more requests for additional information and background checks could mean frequent delays or even a rise in rejections for applicants who cannot satisfactorily demonstrate their credentials and intentions.

Global Student Migration Context

Australia’s move coincides with increased immigration and visa restrictions in other top destinations like the United States, the United Kingdom and Canada. As students seek alternatives, Australia has become a key destination for international education, prompting Canberra to tighten integrity measures to ensure the quality of its visa system.

The shift also reflects a broader challenge for global student mobility, balancing access to education with fraud prevention and national security concerns.
