Under the 8th Pay Commission, House Building Advance (HBA) remains the top demand of Central Government employees, with key proposals for higher limits, lower interest rates, and easier eligibility submitted to the government.

8th Pay Commission: House Building Advance (HBA) has again become one of the major issues in the wake of the implementation rumors of the 8th Pay Commission. House Building Advance (HBA) is one of the facilities offered to Central Government employees through which the employees can purchase or construct a house at any stage of their service. This facility will help the employees to come out of long-term tenancy. This facility will also relieve the burden on government accommodations.
Now, with the 8th Pay Commission all set to begin its discussions, the employees expect major changes in the HBA scheme introduced under the 7th Pay Commission.
8th Pay Commission: Major Hike in House Building Advance (HBA) Demanded by FNPO
The Federation of National Postal Organisations (FNPO), in January 2026, has submitted its proposals to the National Council – Joint Consultative Machinery (NC-JCM) Staff Side regarding changes in the pay scale for central government employees.
The Federation has demanded that the HBA should be raised to ₹75 lakhs. In addition, the Federation has proposed that the interest rate should be fixed at 5%, so that the central government employees can obtain loans at low interest rates.
"FNPO therefore urges the 8th Central Pay Commission Draft Committee to recommend the above measures relating to housing facilities and House Building Advance for acceptance and implementation by the Government."
As per the FNPO, employees are facing problems in getting HBA under the existing system. Over the years, the cost of properties, construction, and housing loans has increased manifold. “In view of the revised pay structure and sharply increased cost of land, construction, and housing finance, a comprehensive revision of HBA provisions is necessary.”
The federation has stated that the need for housing is critical for the welfare of the employees. “Strengthening housing facilities and substantially revising House Building Advance provisions would have a significant impact on reducing financial stress for Government employees and would contribute to long-term workforce stability.”

The 8th Pay Commission has just begun its work, and it may take as long as 18 months for it to submit the final recommendations. Till such time that the report is officially announced and accepted by the government, it remains a question whether these HBA proposals will or will not be accepted. At the moment, central government employees are closely observing the news regarding the 8th Pay Commission.
