All seems to be not well with Ranveer Singh’s blockbuster film, Dhurandhar: The Revenge. The Aditya Dhar directorial, which shattered several box office numbers, now suffers a massive blow. On Wednesday, the Delhi High Court has directed the Centre and the Central Board of Film Certification to examine allegations over Dhurandhar 2 breaching provisions of the Official Secrets Act. The order came after a Public Interest Litigation (PIL) was filed by Deepak Kumar, a Head Constable with the Sashastra Seema Bal. In his plea, Kumar claimed that the film allegedly reveals sensitive operational information related to the armed forces, which could potentially endanger the country’s security and integrity.

A Division Bench comprising Chief Justice Devendra Kumar Upadhyaya and Justice Tejas Karia asked the Ministry of Information and Broadcasting (MIB) and the CBFC to review the concerns raised in the petition and take an appropriate decision. While hearing the matter, the Court observed that although the film may be fictional in nature, the issues highlighted by the petitioner can’t be dismissed as entirely baseless.

What Delhi High Court Said

“Even if the movie is a work of fiction and imagination and is made for entertainment purposes, the impact of the movie can’t be denied,” the Court said as reported by Bar and Bench.
In a post on X, Bar and Bench mentioned, “This needs to be considered. Delhi High Court asks Ministry of Information and Broadcasting (MIB) and the CBFC to consider and take a decision on a plea by a serving member of the armed forces alleging that the movie Dhurandhar: The Revenge violated the Official Secrets Act and disclosed operational details of the armed forces, posing a threat to security and integrity of the country.”

The petitioner further added that the film portrays locations linked to certain operations and includes characters allegedly inspired by senior officials and deceased defence personnel. As per Deepak Kumar’s plea, such detailed depictions may not be in the country’s best interests from the perspective of national security and integrity.

The Head Constable went on to allege that the movie discloses information related to drugs being developed by the Defence Research and Development Organisation (DRDO). Taking note of these submissions, the Court observed that even if the film is fictional, the concerns raised regarding the possible disclosure of operational details and military strategies used by the Indian Army must be considered.

“The censor board should have some guidelines. We will only direct you to consider his representation and take an informed decision,” the Bench added.
