8th Pay Commission Latest News: The 8th Pay Commission has completed its consultation visit to Puducherry on September 9 and is now scheduled to hold discussions in Chandigarh from September 16 to 18, 2026. The Commission has been meeting employee associations, unions and other stakeholders to gather their demands before preparing its recommendations.

The 8th Central Pay Commission was formally constituted on November 3, 2025. It is headed by Justice Ranjana Prakash Desai, with Prof. Pulak Ghosh as part-time member and Pankaj Jain as member-secretary. The Commission has been given 18 months to submit its recommendations.

With the consultation process now progressing towards its later stages, employee organisations are placing demands related to salary, career progression, promotions, pension and other service conditions before the panel.

8th Pay Commission Latest News: What Are Employees Demanding Under MACP?

One of the major demands concerns changes to the Modified Assured Career Progression (MACP) Scheme. Under the existing system, eligible central government employees generally receive three financial upgradations after 10, 20 and 30 years of service if they do not receive regular promotions. Employee organisations argue that this system does not adequately address career stagnation, particularly for employees who remain in the same post for long periods. Several associations have therefore sought more financial upgradations, shorter waiting periods and better alignment between financial progression and promotional hierarchy.

8th Pay Commission Latest News: Why Are 5 MACP Upgrades Being Demanded?

The Ministerial Staff Association (MSA), Survey of India, has proposed five financial upgradations at 8, 15, 22, 28 and 32 years of service. The association has also sought MACP benefits based on the pay level of the next promotional post rather than simply moving an employee to the next level in the Pay Matrix. For example, the association has pointed out that an employee in Level 7 could receive an MACP upgrade to Level 8 even when the normal promotional post is placed at Level 10. Its proposal seeks to address this gap between financial progression and the actual promotional hierarchy.

8th Pay Commission Latest News: What Is FNPO’s MACP Proposal?

The Federation of National Postal Organisations (FNPO) has proposed five financial upgradations at 6, 12, 18, 24 and 30 years of service. FNPO has also sought a change in the rules concerning refusal of promotion. It has proposed that an employee should not lose or have their MACP benefit postponed merely because they declined a promotion, arguing that regular promotion and financial upgradation are separate matters.  FNPO has separately proposed that employees should receive a minimum of five regular promotions during their career and that promotion should provide a meaningful financial benefit.

8th Pay Commission Latest News: How Could 5 MACP Upgrades Benefit Employees?

The demands are aimed at addressing career stagnation and limited financial growth among employees who remain in the same post for many years.  If such proposals are accepted, employees could potentially receive financial progression at more frequent intervals instead of waiting for the existing 10-year gaps between MACP benefits. Linking MACP more closely with promotional levels could also increase the financial benefit associated with career progression. However, these are employee and union demands and have not been approved by the 8th Pay Commission or the government.

8th Pay Commission Latest News: What Happens Next?

The Commission will continue its consultations with employee and pensioner organisations before preparing its recommendations. After Chandigarh, the official 8th CPC schedule lists Bengaluru for October 7–8, 2026.

The Commission has not announced any final decision on the demand for five MACP upgrades. The proposals will have to be examined along with other demands before the panel submits its recommendations to the government.

The final decision on MACP, promotional pay scales and other salary-related demands will therefore depend on the 8th Pay Commission’s recommendations and the government’s subsequent decision.
