8th Pay Commission Latest News: The 8th Pay Commission’s Delhi consultation meetings conclude today, August 10, marking another significant step in its ongoing process of collecting suggestions from central government employees, pensioners, unions and other stakeholders. The Delhi meetings were attended by various unions and associations registered in the national capital.
Over the past few months, several major employee organisations have also submitted their representations to the Commission. These include the National Council-Joint Consultative Machinery (NC-JCM) and the Federation of National Postal Organisations (FNPO). Their submissions cover a wide range of issues, including salary revision, pensions, allowances and service-related matters. The Commission is expected to consider the demands and concerns raised by different recognised unions and employee bodies before preparing its recommendations. The report is tentatively expected to be submitted to the central government around May-June 2027.
Among the employee organisations that have submitted detailed demands is the Indian Railways Technical Supervisors’ Association (IRTSA). The association had earlier presented a comprehensive memorandum before the 8th Pay Commission in Hyderabad. Its proposals include a substantial increase in minimum pay, differentiated fitment factors for various pay levels and improvements in the career structure of railway technical supervisors.
8th Pay Commission Latest News: ₹52,600 Minimum Pay and Different Fitment Factors
One of the major demands made by IRTSA is to raise the minimum basic pay to ₹52,600. The association has arrived at this figure using a 2.92 fitment factor. IRTSA has argued that the calculation of minimum pay should take into account the changing cost of living and modern household expenses. These include expenses such as internet services, bottled drinking water and medical insurance.
The association has also called for higher fitment factors for railway employees working in safety-related categories from Level 6 onwards. Its proposal seeks to ensure that employees in different pay levels receive a fitment factor that better reflects their responsibilities and working conditions.

Apart from the proposed increase in minimum pay, IRTSA has also demanded a 5% annual increment for employees. The association has called for changes in the existing career progression structure for technical supervisors. 8th Pay Commission Latest News: Group-B Gazetted Status for SSEs
Career progression is another major issue raised by IRTSA, particularly for Junior Engineers (JEs) and Senior Section Engineers (SSEs). The association has pointed to concerns over career stagnation among technical employees. It has specifically highlighted the situation of SSEs and graduate engineers who are directly recruited at the SSE level.
IRTSA has demanded Group-B gazetted status for SSEs. It has also proposed a five-grade career structure for Junior Engineers, beginning at Level 7.
The association believes that better promotional opportunities are required to address career stagnation. It has also sought changes in the Modified Assured Career Progression Scheme (MACPS) to improve career advancement opportunities for employees who do not receive regular promotions.

IRTSA has also raised several issues related to allowances and working conditions. The association has sought changes in provisions related to night duty and overtime allowances. It has also raised the issue of risk and hardship allowances for open-line engineers and other employees working under demanding conditions. These demands are particularly relevant for railway technical staff whose duties can involve safety responsibilities, difficult working environments and irregular working hours.
8th Pay Commission Latest News: More Consultations Ahead
The Delhi consultations are only one part of the Commission’s wider consultation exercise. Several more meetings are scheduled in different locations in the coming weeks and months.
The Commission is scheduled to visit Jaipur on August 31 and September 1, followed by Chennai on September 7-8, Puducherry on September 9 and Chandigarh on September 16-18. With several consultations still pending, there is no final decision yet on the fitment factor, minimum pay or other major salary-related demands.
The demands submitted by IRTSA and other employee organisations are therefore proposals at this stage. The 8th Pay Commission will examine the representations received during its consultation process before preparing its final recommendations. The government will take the final decision after the Commission submits its report.
