8th Pay Commission Latest News: The 8th Central Pay Commission (8th CPC) has been given 18 months from the date of its constitution to submit its recommendations to the government. However, the Centre has not confirmed whether the Commission will complete and submit its report before the end of this stipulated period.

The clarification was provided in Parliament as millions of central government employees and pensioners continue to wait for recommendations concerning salary revisions, allowances, pensions and other service-related matters.

The Commission was formally constituted through a government resolution issued on 3 November 2025. It is headed by Justice Ranjana Prakash Desai.

In a written response in the Lok Sabha on 10 August, Minister of State for Finance Pankaj Chaudhary said that the Commission will make its recommendations within 18 months of the date of its constitution. The government also confirmed that the panel has not yet submitted its recommendations.

The official website of the 8th Pay Commission also confirms that the panel was constituted on November 3, 2025, with an 18-month period for submitting its report. Based on this timeline, the broad deadline falls in May 2027.

8th Pay Commission Deadline: What Has the Government Said?

The government’s latest response does not mention any specific date for the submission of the 8th Pay Commission report. Instead, it has reiterated the 18-month timeframe provided to the Commission.

The matter was also raised in the Rajya Sabha. MP Neeraj Shekhar asked whether the Commission intended to submit its recommendations before the completion of the prescribed 18-month period.

In his response, Finance Minister of State Pankaj Chaudhary referred to the government’s November 3, 2025 resolution and repeated the 18-month deadline. However, he did not indicate that the Commission would submit its recommendations earlier than the stipulated period.

Therefore, there is currently no official confirmation that the 8th Pay Commission will submit its final report ahead of schedule. At the same time, the original government resolution allows the Commission to submit interim reports on issues for which it has completed its assessment and finalised recommendations before the full report is ready.

When Will 8th Pay Commission Recommendations Take Effect?

Another important issue that remains undecided is the effective date of the 8th Pay Commission’s recommendations. The government has not announced when the revised pay, allowances or pension structure will come into force. In the latest Lok Sabha response, Chaudhary said that the Commission had not yet submitted its recommendations to the government.

This means that employees and pensioners should not assume that the May 2027 timeline automatically represents the implementation date. The Commission first needs to complete its consultations and submit its recommendations, after which the government will take a decision on the proposals.

Nearly 70 Lakh Central Employees and Pensioners Could Be Affected

The 8th Pay Commission’s recommendations could have a significant impact on central government employees and pensioners. According to government figures, approximately 35.77 lakh civilian central government employees were in service as of March 1, 2026. In addition, there were around 33.76 lakh pensioners and family pensioners as of December 31, 2025.

The pensioner figure does not include defence pensioners. Taken together, the numbers indicate that nearly 70 lakh civilian employees, pensioners and family pensioners could be affected by the eventual recommendations. The Commission’s terms of reference cover several important areas, including:

  • Revision of pay and pay structure
  • Allowances
  • Pension and family pension
  • Service conditions
  • Other matters related to central government employees and pensioners

8th Pay Commission Currently in Consultation Phase

The Commission is currently working through its consultation process. It is holding discussions with employee organisations, trade unions, pensioner associations and other stakeholders to gather their views before preparing its recommendations.

The Commission’s official website has listed upcoming consultations with stakeholders in several locations, including Jaipur, Chennai, Puducherry and Chandigarh.

These consultations are expected to help the panel assess issues relating to salaries, allowances, pensions and working conditions before it finalises its recommendations.

What Happens Next for Central Government Employees and Pensioners?

For now, the government’s position remains that the 8th Pay Commission has 18 months from its constitution on November 3, 2025, to submit its recommendations. This places the broad reporting deadline in May 2027.

However, the government has not confirmed that the Commission will submit its report before this deadline, nor has it announced the date from which any recommended pay or pension changes will take effect.

Central government employees and pensioners will therefore have to wait for the Commission to complete its stakeholder consultations and prepare its recommendations. After the report is submitted, the government will decide on the final implementation of changes to pay, allowances, pensions and related benefits
