8th Pay Commission Latest News: The salary revision is eagerly awaited by more than 50 lakh central government employees with regard to the 8th Pay Commission. The employees are looking forward to the submission of the report of the 8th Pay Commission in time within the specified 18-month period.

Once the report is submitted, it will be subject to the consideration of the experts before the government takes any decision regarding the recommendations in the report. It is possible that the Report of the 8th Pay Commission will be considered by the Group of Ministers, after which the government issues a notification regarding the implementation of the new pay scale.

This period after the submission of the report of the 8th Pay Commission can be crucial for the employees, as the payment of arrears may vary for the basic pay and different allowances.

8th Pay Commission Latest News: Will Employees Get Arrears From January 2026?

Revised basic pay under the 8th Pay Commission has been proposed to be considered with effect from January 1, 2026. This is based on the expiry of the term of the 7th Pay Commission on December 31, 2025.

In case the revised salary structure is eventually implemented from January 1, 2026, then arrears on account of revised basic pay will be payable to employees from this date till the date when the Government notifies its implementation.

But employees need not necessarily receive arrears on revised allowances during this same period. On the basis of experience in the past, arrears are normally provided for revised basic pay only, while revised rates of allowances like DA, HRA and TPTA could be dealt with differently.

Such differentiation in treatment would become important because, due to delay in implementation of revised pay structure, even though the revised basic salary is paid with arrears, the revision in the rates of allowances could still remain postponed.

8th Pay Commission Latest News: What Are the Major Components of Gross Salary?

The monthly gross salary of a central government employee is made up of basic pay and other allowances. The main allowances include DA, HRA, and TPTA. The amounts obtained from these allowances may vary according to the employee’s basic pay and the government regulations.

8th Pay Commission Latest News: How Will DA Be Linked to Basic Pay?

Dearness Allowance (DA) is granted to the central government employees as an allowance for providing a cushion against inflation. This allowance is revised two times in a year, and changes come into effect in January and July based on inflation-based calculations.

As DA is calculated as a percentage of the basic salary of an employee, increase in the basic salary also increases the amount of DA. Hence annual increment in basic salary may increase the DA amount even without any change in DA percentage.

After the implementation of the new salary structure as per the recommendations of the 8th Pay Commission, DA will be calculated based on the new basic pay. It means that early implementation of the new salary structure means early receipt of DA based on the increased basic pay.

8th Pay Commission Latest News: What Is the Impact on HRA?

House Rent Allowance is yet another important aspect of the gross salary package of an employee. As per 7th Pay Commission, HRA is fixed at 24% of the basic salary of employees for X class cities, 16% for Y class cities and 8% for Z class cities.

Post DA becoming 50% in the month of January 2024, HRA rates have been revised to 30% for X class cities, 20% for Y class cities and 10% for Z class cities.

The house rent allowance is directly proportional to the basic salary. Therefore, every time there is an increment in basic salary, the amount of HRA will also see an increment.

But the major problem for employees is whether the revised HRA will be paid as arrears or not. If the revised HRA is not paid as arrears, then there may be a loss to the employee in the absence of implementation of the new pay package.

8th Pay Commission Latest News: What Could Change for TPTA?

Transport Allowance (TPTA) is also part of the salary of eligible employees working in central government service. There are different rates of TPTA which are fixed by the 7th Pay Commission, and there is also DA in respect of the allowance.

Since DA rate is revised from time to time, the total payment through TPTA may also vary. The 8th Pay Commission may recommend revisions in the current rates of TPTA. In case the government accepts the revised rate of TPTA, then employees will be entitled to the benefit from the revised TPTA structure.

Therefore, the exact financial impact of any delay cannot be established at present. The eventual amount payable to employees will depend on the final recommendations accepted by the government and the terms of the official implementation notification.
