According to the document, “Consultants would be engaged for a fixed period for providing high-end services or for attending to specific and time-bound jobs of the Commission. Consultants would not be engaged for routine day-to-day work. The engagement of consultants shall be on a full-time basis or part-time basis. Full-time consultants shall not be permitted to take up any other assignment during the period of consultancy with the Commission. The engagement of a consultant is of temporary nature and it can be cancelled at any time without assigning any reason.”
The notice clearly highlights that consultants will be hired only for specialised, time-bound tasks and not for routine administrative duties.
Selection Process for 8th Pay Commission Consultants
A senior-level committee within the Eighth Central Pay Commission will evaluate applications and shortlist candidates. The committee will review eligibility, conduct interactions, and finalize appointments until all positions are filled.
The memorandum further states, “The committee reserves the right to reject or select any candidate. The commission will not provide the reasons for rejection at any point. The decision of the selection committee will be final and binding on all candidates and consultants.”

Selected consultants will focus on analysing pay structures, service conditions, pensions, and various allowances under the Commission’s Terms of Reference. 8th Pay Commission: Terms of Service and Work Conditions
Consultants will not receive additional benefits such as Dearness Allowance, housing facilities, transport allowance, or medical reimbursements. They will also not be eligible for CGHS, telephone, travel support, or personal staff assistance. Only basic office infrastructure will be provided, and they must use their own equipment such as laptops and internet connections.
8th Pay Commission: Strict Termination Rules and Conditions
The Eighth Central Pay Commission retains full authority to terminate contracts at any time. The memorandum states, “The commission will have powers to terminate any number or all of the consultants at any time without assigning any reason or notice period, with the approval of the Member-Secretary (8 CPC).”
