8th Pay Commission: Salary, Pension Revision Process Begins in Assam

8th pay commission: The Assam government has set up the 8th Assam Pay Commission to revise salaries, pensions, and service conditions for state government employees. This move comes nearly ten years after the last pay revision was implemented.

The new commission has been formed to review not just pay scales but also the overall service structure of the state workforce.

Who Will Lead the 8th Assam Pay Commission?

The commission will be headed by Subhash Chandra Das, a former additional chief secretary of Assam. He will be supported by seven other members.

As per a notification issued by the state finance department, the panel has been given 18 months to submit its final recommendations to the government.

8th pay commission: When Was the Last Pay Revision Done?

The previous revision of salaries and allowances for Assam government employees took effect on April 1, 2016. That revision followed the implementation of the 7th Assam Pay & Productivity Pay Commission.

Since then, there has been no major update to the pay structure, making this new exercise long overdue.

8th pay commission: Focus Beyond Salary Hikes

With the formation of the 8th Pay Commission, the government aims to go beyond salary and allowance revisions. The exercise will also focus on structural reforms, including better human resource management, increased use of technology, and a shift toward outcome-based governance.

“The govt is committed to strengthening fiscal sustainability, improving service delivery outcomes and enhancing administrative efficiency. It is of the considered view that revision of pay structure must be accompanied by structural reforms in manpower rationalisation,” the notification stated.

Who Is Excluded From the 8th Pay Commission’s Scope?

The commission will not cover:

  • Officers of the All India Services

  • Employees under UGC and AICTE technical pay scales

  • Judicial service officers, whose salaries are decided by national judicial pay commissions

These categories follow separate national-level pay structures.

8th pay commission: Pension and Family Pension Review

In addition to salaries, the commission will closely examine pension and family pension systems. Special attention will be given to the impact of inflation and the Consumer Price Index (CPI).

The panel will also recommend suitable mechanisms for dearness relief and pension revisions to ensure financial security for retired employees.
