8th Pay Commission: Â The central government has answered some of the key questions regarding pension revision under 8th CPC, particularly the representations received from pensioners retired on or before December 31, 2025.
The clarification came in Rajya Sabha on February 9, 2026, when Minister of State for Finance Pankaj Choudhary replied to an unstarred question and informed about the latest status of the 8th Pay Commission.
8th Pay Commission Rules: Can Pension Change Based on Retirement Date?
The government has clearly indicated that pensions do not fall under the scope of the annually introduced fiscal measures. Rather, pensions are covered by pension laws applicable to all central government employees.
These rules include the Central Civil Services (Pension) Rules, 2021; the Central Civil Services (Extraordinary Pension) Rules, 2023; and other official instructions issued from time to time.
In accordance with reports available, revision of the pension is undertaken by general orders only, and this comes through after accepting the recommendations of a Pay Commission. He emphasized that there is no automatic revision of the pension entitlements by the Finance Bill, 2025.
8th Pay Commission: Finance Act, 2025 Explained
As per the Finance Act, 2025, Pay Commissions are independent bodies that recommend any changes regarding salaries, allowances, and pensions with the help of experts.
The Part IV of the Finance Act, 2025 merely validates the existing pension framework and the principles pursuant to which the payment of pensions from the Consolidated Fund of India is made.
Crucially, the Act does not alter the current Civil or Defence pension schemes, thereby offering comfort to existing and current employees.
8th CPC Pension Revision: Who Will Get the Benefit?
As further questions are being asked by the beneficiaries regarding whether they would get revised pensions after retirement on or before Dec 31, 2025, the Centre stated that this would be decided only when the Centre recommends the 8th Pay Commission.
The revision of pensions will strictly follow the statutory rules and general orders of the government after the approval of the recommendations.
In brief, no final decision has been taken yet, and pensioners would have to await formal intimation by the government as soon as the recommendations of the 8th CPC are accepted.
Has the 8th Pay Commission Begun Its Work?
The Government has already notified the constitution of the 8th Central Pay Commission along with the Terms of Reference (ToR). The notification has been issued in the form of a resolution dated November 3, 2025. The commission has been allowed 18 months to submit its report, which would include the overall salary, allowances, and pensions of central government employees.
