The government on Thursday officially released the list of 33 questions that will be asked during the first phase of Census 2027, known as the house listing and housing enumeration phase, which will begin on April 1, 2026. The updated questionnaire introduces new questions on internet access, mobile numbers, and the type of cereals consumed by households, while removing the question on banking services that was part of the 2011 census.

Census 2027: Timeline for the First Phase

The house listing exercise will span 30 days, with each state and union territory selecting a convenient 30-day window between April 1 and September 30. Citizens will also have the option to fill in details themselves during a 15-day self-enumeration period before the official house listing begins.

Originally, the Census was scheduled for 2021, but it was postponed due to the COVID-19 pandemic. In addition, the cabinet committee on political affairs, chaired by Prime Minister Narendra Modi, approved the inclusion of caste-related questions on April 30, 2025.

Officials have stated that while data collection is expected to finish by March 1, 2027, compiling and releasing the final results may take two to three years.

According to the official notification from the Ministry of Home Affairs, the following questions will be included in the first phase:

  • Census house number
  • Predominant material of the floor
  • Predominant material of the wall
  • Predominant material of the roof
  • Purpose of using the census house
  • Condition of the house
  • Household number
  • Total number of residents
  • Name of the head of household
  • Gender of the head of household
  • Whether the head belongs to Scheduled Caste/Scheduled Tribe/Other
  • Ownership status of the house
  • Number of rooms exclusively used by the household
  • Number of married couples living in the household
  • Main source of drinking water
  • Availability of drinking water source
  • Main source of lighting
  • Access to latrine
  • Type of latrine
  • Waste water outlet
  • Availability of bathing facility
  • Availability of kitchen and LPG/PNG connection
  • Main fuel used for cooking
  • Radio/Transistor ownership
  • Television ownership
  • Internet access
  • Laptop/Computer ownership
  • Telephone/Mobile/Smartphone ownership
  • Bicycle/Scooter/Motorcycle/Moped ownership

This comprehensive questionnaire aims to capture detailed information about housing conditions, household facilities, and technology access, helping the government plan future policies and development programs more effectively.
