Meta has now pledged that in matters relating to the safety of children, including instances of child sexual abuse, it will inform the relevant authorities, as stated by government sources to CNN-News18 on Tuesday. This move follows the efforts of the government to make social media platforms safe for the country’s children through actions taken against harmful content.

Sources from the government informed that the Center has been making concerted efforts with the social media platforms to reduce harmful information and ensure protection of the children online. “The safety of children online is a fundamental principle for any social media to operate in India,” the sources said.

The move comes after several inquiries into the Instagram platform owned by Meta regarding accusations of the presence of paid advertisements that were providing information about or offering entry to child sexual exploitation or abuse material.

Meta’s pledge to the government about informing law enforcement agencies regarding the child safety issue was termed as “the first step” by the government, which emphasized that more would have to be done. The Centre is also negotiating with other social media platforms for the purpose.

“Government will act against platforms which are not taking any proactive measures for the safety of children,” the sources concluded.

What Triggered The Centre’s Action Against Meta?

The Centre’s move to take legal action against Meta came after several allegations that were made about paid ads on Instagram, which were said to promote or help in accessing material related to child sexual abuse.

It was reported that a BBC investigation had found more than 30 unique ads on Instagram in India using terms related to child sexual abuse. In addition to this, the investigation was also found to have revealed that there were some ads, which took people to Telegram channels providing such material. In response to the above-mentioned reports, the MeitY sent a notice to Meta. It ordered Instagram to disable all ads and content related to child sexual exploitation and abuse material.

The Centre also asked for an explanation from Meta about why such ads could be placed on the site, even when the company already had a system to address this issue. The above-mentioned step by the Centre came at a time when there were concerns about whether social media sites do enough to stop child-related content.

Meta Denied Deliberately Targeting Users

Nevertheless, Meta admitted that certain Instagram advertisements found to violate the company’s policies had been flagged. However, Meta has denied allegations that the ads were targeting people deliberately by using inappropriate interests associated with children.

In July, Meta said that “the insinuation that we target our ads using such inappropriate interest categories is categorically inaccurate.” According to Meta, the company removes ads which violate its policies and disables accounts and URLs associated with such ads after carrying out investigations.

Meta also said that it had been able to detect and disable a number of the advertisements and accounts in question before the issue came to light. The company has continued to insist that it operates on a zero tolerance approach towards exploitation of children.

NCPCR, NHRC Also Stepped In

This was followed by the involvement of child protection agencies and human rights commissions in order to increase scrutiny over the ways in which Meta handled child safety issues.

For instance, the National Commission for Protection of Child Rights (NCPCR) summoned representatives of Meta India in order to address issues of child sexual exploitation and abuse material on Instagram. Representatives of Meta India were called upon to answer questions by the Commission on September 9.

The National Human Rights Commission (NHRC) requested Action Taken Reports from the Ministry of Electronics and Information Technology, the Ministry of Information and Broadcasting and the Delhi Police regarding issues related to child sexual abuse materials associated with paid Instagram advertisements.

Meta’s decision to provide reports about child safety issues to the authorities in the area has to be viewed in this context. The Center has pointed out that social media websites have to be proactive in order to identify content endangering the safety of children.
