NEW DELHI: Several legislations on taxation, judiciary, education, business reforms and governance will be discussed during the Monsoon session of Parliament on July 20 and continue till August 13, 2026. The Centre has proposed seven major bills, including five new and two old pending bills, to be taken up during the session.

What do the new Bills seek to change?
The Income-tax (Amendment) Bill aims to implement changes introduced through an ordinance, including tax exemptions on certain government securities for foreign institutional investors. The MSME Bill proposes stronger safeguards against delayed payments and better enforcement of arbitration awards for small businesses. The Supreme Court Judges Bill seeks to increase the sanctioned strength of Supreme Court judges from 33 to 37 (excluding the Chief Justice of India) to help reduce the backlog of cases. Meanwhile, the Births and Deaths Registration Amendment Bill proposes stricter rules for delayed registrations. The National Honour Bill seeks amendments to the 1971 law dealing with offences related to disrespecting the National Flag, Constitution and National Anthem.Â
Why are the two pending Bills important?
The FCRA Amendment Bill, 2026 proposes a revised framework for handling the foreign contributions and assets of organisations whose FCRA registration has expired or been cancelled. It also proposes reducing the maximum punishment for certain violations. The VBSA Bill, 2025 is among the government’s most ambitious education reforms. It seeks to replace multiple higher education regulators, including the UGC, AICTE and NCTE, with a single regulatory commission, creating a unified governance structure for higher education.Â
Why does this Monsoon Session matter?
In addition to these seven Bills, the session is likely to be dominated by discussions around major national issues. As the list shows, the government’s priority is clearly tax reforms, enhancement of judicial capacity, facilitating ease of doing business, overhauling higher education and administrative reforms. The outcome of these Bills will lead to important policy decisions and will be a landmark session this year.
