The new state-of-the-art complex of Seva Teerth, along with the Prime Minister’s Office (PMO), Kartavya Bhavan-1, and 2 at Kartavya Path, was officially inaugurated by Indian Prime Minister Narendra Modi on Friday. This is a historic shift from the South Block, a British colonial-era building, to a modern and citizen-centric work environment for the PMO.
The official acknowledgment put out by the PMO hailed the inauguration as “an historic milestone in the architecture of administration governance in India” and naturally highlighted the Prime Minister’s dedication toward building “an efficient, modern, accessible, and citizen-centric governance system.” After the unveiling, Modi addressed a public programme at 6 pm.
Seva Teerth: A Modern Hub for Key Government Offices
In the new Seva Teerth complex, the Prime Minister’s Office, National Security Council Secretariat, and Cabinet Secretariat are housed together, which were till now located in disparate locations.
The need for the new complex was justified by the PMO, which stated, “For decades, several key government offices and ministries operated from fragmented and aging infrastructure, spread out across multiple locations in the Central Vista area. This dispersed footprint created operational inefficiencies, introduced issues in terms of coordination, led to increased maintenance costs, and resulted in sub-standard working conditions. The new building complexes will resolve these challenges by bringing these administrations together in appropriate facilities.”

The buildings are also envisioned to be digitally advanced, equipped with integrated offices, centralized reception areas, and well-structured public interface areas. As the PMO explained, “Both building complexes feature digitally integrated offices, structured public interface zones and centralized reception facilities.”
Green, Secure, and Future-Ready Design
The complexes were designed with sustainability in mind, adhering to 4-Star GRIHA ratings, which cover the use of renewable sources of energy, water management, waste management, and building envelopes. The PMO stated, “These measures significantly reduce environmental impact while enhancing operational efficiency.”
Priority is given to security as well with “smart access control systems, advanced surveillance networks, and emergency response infrastructure, ensuring a secure and accessible environment for officials and visitors,” as stated.
With the inauguration of Seva Teerth and Kartavya Bhawan, the Prime Minister has provided the country with an efficient and citizen-friendly platform of governance under the Central Vista rejuvenated in New Delhi.
