A new tourist regulation is being drawn up by the government of Bali which may affect the way foreign tourists travel to Bali. At the forefront of this new regulation is the financial screening process where tourists will be selectively refined based on their level of preparation rather than popularity.

What are New Rules That Bali is Planning to Enforce
Under the proposed regulation, foreign tourists may be asked to present the following at entry:
- Bank statements covering the previous three months
- Details about how long they plan to stay
- Information on intended activities during their visit
- A confirmed return or onward ticket
There is no fixed minimum balance. Instead, officials would assess whether a visitor’s finances reasonably match their travel plans.
Why is Bali Introducing New Tourist Entry Rule
“The objective is not one of exclusion, but balance,” assert local leaders. “The Governor of Bali has made it clear there is a new vision for tourism in Bali is no longer focus on visitor volumes, but on tourists who are economically stable and in whom they can trust,” notes the editor of a popular Australian travel magazine. “Visitors who are financially stable are also less inclined to rely on cheap accommodations, cheap food, transportation or cultural activities and less likely to break the rules regarding visa stays,” claimed a senior government official.
Managing the Impact of Mass Tourism in Bali
While tourism has been Bali’s economic backbone for many years, it has been a double-edged sword. Since reopening, Bali has seen visitor numbers soar to figures that exceed former records. Bali’s roads are choked, its waste management facilities are strained and uncontrolled growth has sparked environment worries. At the same time, Bali has been reported to be struggling to cope with cases of visa abuse and indiscipline on its streets. Bali must, therefore, consider re-approaching tourism.
New Bali Rule Still Needs a Legislative Approval
The proposal is still in draught stages awaiting approval by regional legislators to become law. Some politicians have pointed to how immigration authorities would enforce this requirement without specific standards in mind. Another area of criticism has come from privacy activists regarding possible dangers of sharing financial documents at borders. Those in favour have pointed to similar requirements for other types of Indonesian visas.
