NDA’s Bihar manifesto promises 1 crore jobs, women’s empowerment schemes, ₹1 lakh crore in agriculture and industrial investment, and major upgrades in health, education, and infrastructure.

New Delhi: The National Democratic Alliance (NDA) on Friday released its 25-point manifesto for the Bihar Assembly elections, pledging an employment-driven development push anchored in job creation, women’s empowerment, and large-scale investment in agriculture, health, and infrastructure.
BJP national president JP Nadda and Chief Minister Nitish Kumar jointly launched the manifesto in Patna, calling it a “vision document for a developed and self-reliant Bihar.”
At its core, the document promises employment opportunities for one crore youth, including both government and private sector jobs. It outlines a plan to conduct a statewide skill census and establish mega skill centres in every district to position Bihar as a “global skilling hub.”
Women’s empowerment forms a central pillar, with the NDA announcing the ‘Lakhpati Didi’ and ‘Mission Crorepati’ programmes aimed at enabling one crore women to earn Rs 1 lakh or more annually. Under the Chief Minister Mahila Rojgar Yojana, women entrepreneurs will receive up to Rs 2 lakh in financial assistance.
Targeting extremely backward classes, the alliance announced Rs 10 lakh assistance for professional groups and a high-level committee, chaired by a retired Supreme Court judge, to recommend steps for their social and economic upliftment.
For farmers, the NDA pledged Rs 1 lakh crore investment in agricultural infrastructure, introduction of the Karpuri Thakur Kisan Samman Nidhi offering Rs 9,000 annually to cultivators, and panchayat-level MSP procurement for key crops. The document also unveiled the Bihar Doodh Mission and Bihar Matsya Mission, promising chilling and processing centres in every block.
In the industrial sector, the alliance promised Rs 1 lakh crore in investments under the Viksit Bihar Industrial Mission, creation of 10 new industrial parks, and manufacturing units in every district to achieve the goal of “Har ghar mein rozgar.”
The Bihar Gati Shakti Master Plan will see seven new expressways, 3,600 km of rail modernisation, and metro projects in four cities. The manifesto also proposes direct international flights from Patna, Darbhanga, Purnea, and Bhagalpur.
In the urban and cultural sphere, the NDA pledged to develop ‘New Patna’ as a greenfield city and build satellite townships across Bihar. Sitamarhi will be developed as a world-class spiritual destination named ‘Sitaapuram.’
Education and youth welfare feature prominently, with the manifesto guaranteeing free education from KG to PG, nutritious breakfast and mid-day meals for poor students, modern skill labs, and the establishment of a World-Class Education City.
Health commitments include building medical colleges in every district, super-specialty hospitals, and medical cities equipped with advanced facilities.
Under its ‘Panchamrit Guarantee’, the NDA promised free ration, 125 units of free electricity, Rs 5 lakh medical coverage, 50 lakh pucca houses, and enhanced social security pensions.
The alliance also announced plans for Bihar Sports City, insurance and loan support for gig workers, and dedicated welfare funds for Scheduled Castes, Scheduled Tribes, and backward classes.
As reported by The Sunday Guardian last week, the BJP-led NDA’s manifesto indeed places strong emphasis on jobs, enterprise, and industrial growth, marking a clear shift towards employment-driven development alongside its traditional welfare agenda.
Nadda said the manifesto represented “continuity with purpose,” while Nitish Kumar described it as a blueprint for “a stronger, self-reliant Bihar built on employment, empowerment, and equality.”
