Delhi unveils ambitious Electric Vehicle Policy 2.0 roadmap

NEW DELHI: The Delhi government has released its draft Electric Vehicle (EV) Policy 2.0 (2026-2030), outlining an ambitious roadmap to significantly reduce vehicular pollution and transition the capital towards clean mobility. The draft policy, currently open for public consultation, proposes a mix of financial incentives, regulatory measures, and infrastructure expansion to boost EV adoption across vehicle segments.

One of the key highlights of the draft policy is the continuation of strong financial incentives for EV buyers. The government has proposed a 100 percent waiver on road tax and registration fees for electric vehicles priced up to 30 lakh. In addition, purchase subsidies linked to battery capacity may be offered to make EVs more affordable. Special incentives are also likely for women buyers and individuals scrapping older petrol or diesel vehicles.

In a major policy shift, the draft proposes a phased ban on fossil fuel-powered vehicles. New registrations of petrol two-wheelers could be prohibited from 2028, while a gradual phase-out of petrol, diesel, and even CNG three-wheelers is expected earlier. These measures are aimed at rapidly increasing the share of EVs in new vehicle registrations, with targets reaching up to 90-95 percent by 2027.

The policy also places strong emphasis on expanding EV charging infrastructure. Plans include the development of widespread public charging stations and battery swapping facilities, along with neighborhood charging solutions to make EV usage more convenient for residents. Simplified approval processes are expected to encourage private sector participation in setting up charging networks.

Public transport and commercial vehicles are another major focus area. The government aims to accelerate the electrification of buses, auto-rickshaws, and delivery fleets to maximize the environmental impact of the transition. Additionally, provisions for job creation, EV financing, and battery recycling have been included to support the broader ecosystem.

Delhi’s earlier EV policy, introduced in 2020, has already contributed to a steady rise in electric vehicle adoption. The new draft builds on that foundation with more aggressive targets and stricter timelines.

However, as the policy is still in draft stage, industry stakeholders and the public have been invited to provide feedback. Experts note that while the proposals are bold, their success will depend on effective implementation, infrastructure readiness, and sustained financial support.
