Grand Alliance releases Bihar election manifesto: Promise farm loan waiver, 3 million jobs, free power

The Mahagathbandhan (Grand Alliance) led by Tejashwi Yadav has released its 2025 Bihar Assembly election manifesto titled “Nyay ka Naya Patra”, promising three million jobs, free education till graduation, farm loan waivers, and restoration of the Old Pension Scheme.

NEW DELHI: The Mahagathbandhan  or the Grand Alliance— comprising the Rashtriya Janata Dal (RJD), Congress, Vikassheel Insaan Party and Left parties — on Tuesday released its joint manifesto for the 2025 Bihar Assembly elections, pledging sweeping welfare measures under the banner “Nyay ka Naya Patra” (A New Chapter of Justice).

Unveiling the document in Patna, RJD leader and the alliance CM candidate Tejashwi Yadav called it a “guarantee of change and justice” and said the alliance’s priorities are “employment, social equity, and relief for farmers and workers.”

The manifesto promises three million new jobs across government and private sectors, including the filling of all vacant government posts within one year. It also proposes a Bihar Employment Guarantee Mission to provide assured work opportunities for urban youth, alongside unemployment stipends for graduates and diploma-holders.

Among major economic promises, the alliance committed to a complete waiver of farm loans, direct procurement of crops at MSP, and the revival of sugar mills and agri-industries to generate rural jobs. It also announced free electricity up to 200 units for poor families, and interest-free loans for women’s self-help groups.

The document further assures restoration of the Old Pension Scheme for government employees, regularization of contractual and honorary workers such as ASHAs, Anganwadi and para-teachers, and increased support for small traders and artisans through microcredit schemes.

In governance, the alliance vowed to establish a State Vigilance Commission, make all contracts above Rs 10 lakh public, and ensure time-bound grievance redressal under a new Right to Service Act.

For education and health, it promised free education till graduation, recruitment of teachers in vacant posts, establishment of medical colleges in all districts, and enhanced healthcare infrastructure in rural blocks.

Social justice remains a central theme: the Mahagathbandhan promised to implement a caste-based census, review reservation quotas on the basis of fresh data, and ensure 50% reservation for women in government jobs and local bodies.

The alliance also announced a Green Bihar Mission for afforestation and irrigation expansion, new industrial corridors, and a push for renewable energy projects to attract investment and employment.

Tejashwi Yadav said the manifesto was “not just a list of promises but a roadmap of rights,” accusing the ruling NDA of “failing Bihar’s youth, farmers and women.” Congress and Left leaders echoed his remarks, describing the document as a collective vision for “inclusive and accountable governance.”

The release marks the formal start of the Grand Alliance’s campaign, with its focus on jobs, justice and welfare placing it in direct contrast to the NDA’s emphasis on infrastructure and stability.

The ruling National Democratic Alliance is expected to release its election manifesto in the coming days.
