Major legislative agenda for monsoon session

Centre plans major constitutional and regulatory reforms during politically charged Monsoon Session beginning July 20.

With the arrival of the monsoon season bringing cooler temperatures to the national capital, the Monsoon Session of Parliament, beginning on July 20, 2026, is expected to trigger an intense political contest. Both the ruling alliance and the Opposition are preparing for a high-stakes session, during which the Centre is expected to introduce several significant bills proposing major constitutional, governance and regulatory reforms.

The 19-sitting session is likely to witness sharp debates as the government seeks to secure parliamentary approval for a series of key legislations.

Among the major bills expected to dominate the session are:

• 130th Constitutional Amendment Bill: The proposed 130th Constitutional Amendment Bill is expected to be among the most contentious legislations of the session. The bill proposes that if the Prime Minister, a Chief Minister, a Union Minister or a State Minister is arrested in a criminal case and remains in jail or judicial custody for 30 consecutive days, his or her office would automatically stand vacated on the 31st day.

The legislation is intended to prevent governments from being run by elected executives while in prolonged judicial custody. The Joint Parliamentary Committee examining the bill is expected to hold its final meeting on July 17, after which it is likely to submit its report, paving the way for the government to seek Parliament’s approval.

• Women’s Reservation and 131st Constitutional Amendment Bill: The government is also expected to revive the Women’s Reservation legislation along with the proposed 131st Constitutional Amendment Bill, both of which could not be passed during the special sitting held alongside the Budget Session due to inadequate numbers.

The proposed legislation seeks to provide 33 per cent reservation for women in the Lok Sabha and State Legislative Assemblies while also increasing the strength of the Lok Sabha to 850 members.

The bill had previously failed to secure the constitutionally mandated majority required for passage.

• Delimitation Bill and Union Territory Laws (Amendment) Bill, 2026: The Centre is also expected to push the Delimitation Bill along with the Union Territory Laws (Amendment) Bill, 2026, during the session. The government is expected to explore political consensus to facilitate their passage.

• Anti-Doping (Amendment) Bill, 2026: The proposed Anti-Doping (Amendment) Bill is also likely to be introduced during the session. The bill seeks to classify doping as a criminal offence while significantly strengthening the existing anti-doping framework.

Besides athletes found guilty of doping violations, the proposed legislation seeks to hold drug suppliers, coaches and hotel administrators criminally liable wherever their involvement is established.

• Foreign Contribution (Regulation) Amendment Bill, 2026: The government is also expected to introduce the Foreign Contribution (Regulation) Amendment Bill, 2026, after it was unable to table the legislation during the Budget Session due to strong Opposition resistance.

The bill seeks to amend the Foreign Contribution (Regulation) Act, 2010, which governs the receipt and utilisation of foreign contributions by individuals, organisations and companies. The Act regulates donations or transfers of money, securities or specified commodities received from foreign sources, including foreign governments, government agencies, companies, trusts, societies and foreign citizens.

• Corporate Laws (Amendment) Bill, 2026: The Joint Parliamentary Committee examining the Corporate Laws (Amendment) Bill, 2026, has been holding regular meetings and is expected to submit its report during the Monsoon Session. The government is likely to move forward with the legislation after the report is presented.

• Securities Market Code Bill, 2025: The Parliamentary Standing Committee on Finance is expected to complete its clause-by-clause examination of the proposed Securities Market Code Bill, 2025, during meetings scheduled in the coming weeks. The committee is likely to submit its report during the Monsoon Session, enabling the government to consider the next legislative steps on the proposed comprehensive framework for securities market regulation.
