Punjab Assembly recommends action for disrespecting MLA

Committee cites disrespect towards MLA, urges disciplinary action against Mohali officials.

Chandigarh: In a significant move aimed at safeguarding the dignity and privileges of elected representatives, the Punjab Vidhan Sabha Committee on Privileges has recommended strict departmental action against certain officials of the Mohali administration. The action follows a complaint lodged by a few MLAs who alleged misbehavior and disrespectful conduct by government officers during an official matter.

The Committee, after holding hearings and reviewing relevant statements, concluded that the behavior of the concerned officers amounted to a breach of privilege and was an affront to the institution of the Vidhan Sabha. In its findings, the committee stated that elected members represent the voice and mandate of the people, and any insult or discourtesy shown to them is equivalent to undermining the authority of the entire legislative body.

According to sources, MLAs had brought the matter before the Privileges Committee after one of them faced what he described as “deliberate and repeated disregard” by officers posted in Mohali. The officers allegedly failed to respond to official communications, displayed rude behavior, and did not extend the due respect expected in interactions with a sitting legislator.

Taking serious note of this, the Committee observed that such conduct not only demoralizes the elected members but also creates administrative deadlocks and fosters an atmosphere of arrogance and indiscipline among bureaucrats. The Committee’s report emphasized that government officers are bound to act within the framework of service rules, which include maintaining a respectful and cooperative attitude towards public representatives.

“The dignity of the House lies in the dignity of its members,” the Committee’s report said, adding that “such instances, if left unchecked, can set a dangerous precedent and erode the democratic spirit.”

The Privileges Committee has now formally recommended to the Punjab Government that immediate departmental action be taken against the officials involved. The report has been submitted to the Speaker of the Punjab Vidhan Sabha and is expected to be tabled in the upcoming session for final consideration.

This is not the first time concerns have been raised about the deteriorating conduct of certain bureaucrats in their dealings with elected MLAs. However, the current case marks a firm assertion by the legislature that institutional respect must be upheld and breaches will be taken seriously.

With growing concerns about the balance of power between the elected leadership and the bureaucracy, this decision is likely to spark further debate within the administrative and political circles of Punjab.
