UP govt will unveil a health policy to establish world-class medical infrastructure and attract private investment.
NEW DELHI: With a vision to revolutionise the healthcare landscape of Uttar Pradesh, the Yogi Adityanath-led government is set to roll out a comprehensive new health policy aimed at establishing world-class medical infrastructure across the state.
This policy will serve as a strategic roadmap for the next five years, with the core objective of attracting private investment in the healthcare sector. By fostering public-private partnerships, the government seeks to enhance the availability of advanced medical facilities not only in urban hubs but also in rural and remote regions.
The goal is to provide quality healthcare access at the grassroots level, ensuring that residents of villages and smaller towns no longer need to travel great distances for treatment.
Earlier this week, Chief Minister Yogi Adityanath held a high-level meeting with health officials, stressing the need for globally standard healthcare infrastructure in Uttar Pradesh. He approved the drafting of a new health policy focused on improving access and outcomes. Emphasising quality of life, he stated that the government would involve the private sector to drive innovation, investment, and inclusive healthcare.
The policy is projected to pave the way for the establishment of super-specialty medical services such as cardiology, oncology, and neurosurgery in every district. Moreover, private hospitals will be integrated with key government health initiatives, including the Ayushman Bharat Digital Mission, Pradhan Mantri Jan Arogya Yojana, and the Mukhyamantri Jan Arogya Yojana.
The Yogi government is expected to approve the new health policy in an upcoming cabinet meeting, enabling swift implementation. The Chief Minister has directed officials to finalise the policy promptly and begin land allotment for hospitals in at least 20 districts within three months of approval. The initiative aims to strengthen healthcare infrastructure and create substantial job opportunities for the youth of Uttar Pradesh. The ambitious new health policy will be implemented through three comprehensive models — Model A, Model B, and Model C.
Model A is designated for 17 municipal corporation areas, including key urban zones such as Noida and Greater Noida. In these regions, private investors will be encouraged to establish a minimum of three super-specialty hospitals, each with at least 200 beds. These facilities will offer advanced services in neurology, cardiology, urology, internal medicine, general surgery, radiation therapy, oncology, maternity, and gynaecology care.
Model B will be implemented in 57 district headquarters, where similar 200-bed hospitals will be built, providing the same advanced medical services outlined in Model A.
Model C will address the healthcare needs of rural and underserved regions across all 75 districts of Uttar Pradesh. Hospitals under this model will have a capacity of 100 beds and will provide essential services in general medicine, surgery, obstetrics, and gynaecology.
To attract significant private investment in the healthcare sector, the Yogi Adityanath government will offer a range of incentives.
These include up to 100% exemption on stamp duty for land acquisition, priority electricity connections, and fast-tracked clearances for necessary approvals and No Objection Certificates (NOCs). Additionally, land for hospital construction will be made available at concessional rates by government bodies and development authorities.
A central focus of the policy is to boost employment for local youth. Priority will be given to hiring local candidates for roles such as nurses, paramedics, and doctors.
A structured system will also be introduced to connect graduates from medical and nursing institutions with the upcoming healthcare facilities.
