The Hon’ble Speaker of the Delhi Legislative Assembly, Vijender Gupta, convened a high-level meeting today to deliberate on crucial matters concerning audit compliance and financial governance. In the course of the discussions, Gupta reiterated the critical importance of the timely submission of Action Taken Notes (ATNs) pertaining to the Reports of the Comptroller and Auditor General (C&AG), while also underscoring the necessity for enhanced coordination among departments. The meeting was also attended by the Chairperson of the Public Accounts Committee (PAC), Ajay Mahawar.

The meeting centered around two principal areas of concern: the operationalization of the Audit Para Monitoring System (APMS) and the evaluation of Action Taken Notes (ATNs) on the C&AG Reports that have been presented before the House in the Delhi Legislative Assembly. These initiatives are designed to uphold accountability, improve transparency in governance, and facilitate prompt departmental responses to audit observations and recommendations.

The meeting was graced by the presence of several senior officials from different departments, including: Roli Shukla Malge, Accountant General (Audit); Ashish Chand Verma, Additional Chief Secretary (Finance), Finance Department; Dr. S.B. Deepak, Secretary, Department of Health & Family Welfare; Sunny Kumar Singh, Commissioner (Excise), Department of Excise, Entertainment & Luxury Tax; Danish Ashraf, Special Secretary, Department of Health & Family Welfare; Vijender Kumar, Joint Secretary, Department of Health & Family Welfare; and S.S. Parihar, Special Secretary, Department of Finance.

During the deliberations, the Hon’ble Speaker laid strong emphasis on the pressing need for better inter-departmental coordination and the timely submission of ATNs to ensure comprehensive and effective follow-up on the recommendations made by the C&AG. He also reiterated the overarching need for maintaining strict financial discipline and institutional transparency. All departments in attendance expressed their commitment to actively engage in the audit review process and to ensure prompt action on audit findings.

In alignment with the digitization initiative undertaken by the Delhi Legislative Assembly under the leadership of the Hon’ble Speaker Shri Vijender Gupta, a specialized online portal is currently under development. This portal is intended to facilitate the monitoring and management of ATN submissions on C&AG reports by various departments of the Delhi Government. Modelled on the existing system employed by the Union Government, the portal is presently undergoing customization and testing phases, and staff training is planned in advance of its scheduled launch on 23 June 2025. The Department of Finance has been designated as the nodal agency overseeing its development. Upon becoming operational, the portal will support online submission and vetting of ATNs, as well as further processing by the Public Accounts Committee/Committee on Government.
