Judge Saylor noted that the current system has permitted millions of foreign students and researchers to study and work in the United States, adding to research, innovation and economic growth.
The judge further cautioned that enforcing the new restrictions might harm leading US universities, especially those with many international graduate students. He estimated that the changes could lead to considerable financial losses and reduced enrolment.

If the blocked rule had taken effect, F visas for international students and J visas for cultural exchange visitors would have been capped at four years. I-visa holders working as foreign journalists would have been granted an initial stay of no more than 240 days, after which they would have had to apply for an extension.
This policy would have done away with the long-established system that allowed many foreign students and researchers to stay in the US for as long as their academic status remained lawful.
Donald Trump Administration’s Response to Ruling
The federal government’s Department of Homeland Security condemned the ruling, by stating that it would permit ongoing exploitation of the immigration system.
DHS General Counsel James Percival stood by the administration’s stance, stating that the restrictions were meant to stop individuals from exploiting student visas to stay in the United States for long stretches without making real academic progress. While President Trump has not reacted yet but will likely oppose rhe ruling from Judge Sawyer.
