US Secretary of State Marco Rubio has landed in Beijing with President Donald Trump despite being under Chinese sanctions and having an entry ban. Rubio was confirmed by the U.S. Senate as Secretary of State on January 20, 2025, and assumed the role officially on January 21, 2025. He was the first of President Donald Trump’s cabinet nominees to be confirmed and sworn in during the second term’s inauguration day activities.
Why was Rubio Sanctioned by China?
Marco Rubio has been sanctioned by China twice, and technically, is still serving an entry ban in the Chinese mainland.
He was sanctioned twice by China, the first time in July 2020, due to his staunch “hawk” stance on China, specifically for leading legislative efforts criticising human rights records in Xinjiang. The United States Secretary of State was sanctioned for the second time in August 2020 in response to his retaliatory stance on China’s crackdown on pro-democracy activists in Hong Kong.
Beijing viewed him as an “anti-China pioneer” for targeting Chinese officials and entities involved in alleged forced labour and rights abuses.
What is the Loophole?
China created a diplomatic workaround by changing Rubio’s name’s transliteration in Mandarin, allowing him to bypass the entry ban. Rubio’s new name is 鲁比奥 (Lǔ bǐ ào. Previously, it was 卢比奥 (Lúbǐ ào), the name that had the entry ban. Interestingly both names are pronounced the same, but due to the first letter being changed, Chinese officials have allowed Rubio to come to the Trump- Xi meeting set to be held between May 13-15.
