A US Immigration and Customs Enforcement agent fatally shot a motorist in Houston on Tuesday during an attempted vehicle stop, the agency said, in an incident that has reignited scrutiny of federal immigration enforcement tactics amid one of the most aggressive deportation pushes in recent memory.
The man killed was identified by ICE as Lorenzo Salgado Araujo, a Mexican national the agency described as an “illegal alien” who attempted to evade arrest during what it called a targeted enforcement operation. According to ICE’s account of the encounter, Salgado rammed a law enforcement vehicle, ignored repeated verbal commands, and used his vehicle in an attempt to run over an officer, prompting the agent to open fire in what the agency described as self-defence.
Salgado’s son, Ronaldo Salgado, offered a starkly different account of the moments leading up to his father’s death. Speaking to the Spanish-language outlet Telemundo Houston, he said his father was shot while looking for day-labour work in the area, a description that makes no mention of the confrontation ICE has described.
FBI Takes Over Investigation as Local Police Step Back
ICE said in its statement that the FBI would lead the investigation into the shooting, though the bureau did not immediately respond to requests for comment Tuesday. Houston Fire Department spokesperson Rustin Rawlings said firefighters who responded to the scene found Salgado suffering from a gunshot wound to the abdomen and administered CPR before rushing him to a hospital, where he was later pronounced dead.
Local authorities moved quickly to distance themselves from the operation. Mary Benton, a spokesperson for Houston Mayor John Whitmire, said in a written statement that the incident stemmed from a federal operation and that Houston police were not involved. Asked directly whether local police were investigating, Houston Police Department spokesperson Jodi Silva said, “to my understanding, no.”
A Pattern of Disputed Federal Accounts
Tuesday’s shooting adds to a growing list of encounters in which initial statements from immigration enforcement agencies describing threats to officers have later been challenged by video footage or other evidence, sometimes in court. In October, Chicago-area resident Marimar Martinez was accused of ramming law enforcement officers with her car and was shot five times, but survived; charges against her were ultimately dropped after video evidence suggested agents themselves may have struck her vehicle. Administration officials similarly said two U.S. citizens shot dead by federal agents in Minneapolis in January, Renee Good and Alex Pretti, had threatened officers with bodily harm, a claim video evidence appeared to contradict. A Minnesota prosecutor charged an ICE agent in May with assaulting a Venezuelan man in a separate, non-fatal shooting tied to the same Minneapolis-area crackdown.
Local Lawmaker Demands Transparency
US Representative Sylvia Garcia, who represents the Houston neighbourhood where Tuesday’s shooting took place, called for a thorough and independent review of the incident. “The victim’s family, my constituents, and the entire community deserve a complete and transparent accounting of what happened,” Garcia said, pressing for what she described as a full and impartial investigation.
Shooting Comes Amid Surge in Arrests
The fatal encounter unfolded against the backdrop of a sharply intensifying immigration enforcement campaign. Immigration officers have been arresting roughly 2,000 migrants a day in recent weeks, according to people familiar with enforcement operations, part of a broader escalation that has placed ICE tactics under mounting public and congressional scrutiny.
As the FBI’s investigation gets underway, questions raised by Salgado’s family, local officials and community advocates about the circumstances of his death are likely to intensify pressure on federal authorities to release additional evidence, including any available video, that could reconcile the competing accounts of what happened in the moments before he was killed.
