The National Aeronautics and Space Administration (NASA) has unveiled plans to establish a permanent base on the Moon as part of its broader vision to expand human presence beyond Earth. The proposed facility will serve as a long-term lunar habitat, enabling astronauts to live and carry out scientific missions over extended periods. According to the US space agency, the project is designed to support continuous exploration, advance scientific research, and encourage commercial activities around the Moon’s South Pole. The initiative is also expected to play a key role in preparing for future human missions to Mars.
Phased Construction
As part of its “Ignition” event on Tuesday, NASA announced a series of transformative agency-wide initiatives designed to achieve President Trump’s National Space Policy and advance American leadership in space.
Phase 1- Build, Test, Learn
The first stage of the project will primarily concentrate on creating a dependable and frequent transportation system to the Moon while identifying and planning suitable locations for future construction activities. The initial logistics framework includes 25 launches and 21 lunar landings, which are expected to deliver nearly 4,000 kilograms of essential payload.
A major part of this phase involves expanding the Commercial Lunar Payload Services (CLPS) programme. NASA will also test key technologies such as Lunar Terrain Vehicles (LTVs) with basic remote-operation capabilities, scouting drones for surface exploration, and radioisotope heating systems designed to withstand extremely cold lunar nights. In addition, two dedicated lunar satellite networks will be deployed to support communication and navigation between the Moon and Earth. The phase also includes preparations for the Artemis III orbital rehearsal planned for 2027, while the first crewed lunar mission under Artemis IV is targeted for 2028.
Phase 2- Establish Early Infrastructure
Building on the experience gained from the initial missions, NASA plans to transition toward developing semi-habitable infrastructure and a more consistent logistics network on the Moon. This phase is intended to support regular astronaut activities on the lunar surface while integrating significant international partnerships. Among the key contributions is JAXA’s pressurized rover, along with potential scientific payloads, rovers, transportation systems, and infrastructure support from other global partners.
Phase 3- Enable Long‑Duration Human Presence
As cargo-capable Human Landing Systems (HLS) become operational, NASA plans to transport larger and more advanced infrastructure required to establish a sustained human presence on the Moon. This phase will signal a shift from occasional lunar missions to the development of a permanent lunar base. The initiative will include contributions such as the Italian Space Agency’s (ASI) Multi-purpose Habitats (MPH) and the Canadian Space Agency’s (CSA) Lunar Utility Vehicle, while also creating opportunities for additional international support in areas including habitation systems, surface transportation and logistics.
NASA is scheduled to hold a media briefing on May 26 at 2:00 PM EST (11:30 PM IST) at its headquarters in Washington to provide further details about the Moon Base programme. The agency is expected to outline the mission structure, industry collaborations and its long-term infrastructure strategy. The briefing will include participation from NASA Administrator Jared Isaacman, acting associate administrator Lori Glaze, and Moon Base programme executive Carlos Garcia-Galan.
