Palestine Election 2026: Palestine is preparing to hold its first legislative election in nearly 20 years after Palestinian Authority President Mahmoud Abbas announced that parliamentary polls will take place on November 28, 2026.

If conducted as scheduled, the election will allow Palestinians in Jerusalem, the West Bank and the Gaza Strip to elect members of the Palestinian Legislative Council (PLC) for the first time since 2006. 

The announcement marks a major political development after years of institutional paralysis, but several challenges remain, including security concerns, governance issues and uncertainty over whether Hamas will be allowed to contest the vote. 

Palestine Election 2026: First Parliamentary Vote After 20 Years

The 2026 legislative election will be Palestine’s first parliamentary vote since January 2006, when Hamas defeated the ruling Fatah movement in a historic election. The political fallout from that vote eventually led to a split in Palestinian governance, with Hamas taking control of Gaza and the Palestinian Authority continuing to administer parts of the West Bank.

Since 2007, the Palestinian Legislative Council has remained largely inactive, leaving Palestine without a functioning elected legislature. If the November election proceeds successfully, it could restore parliamentary representation after nearly two decades.

Palestine Election 2026: Date & Time (Expected)

Palestinian Authority President Mahmoud Abbas has officially scheduled the legislative election for Saturday, November 28, 2026.

Although election authorities have confirmed the polling date through a presidential decree, the exact voting hours, polling station details and final election timetable are expected to be announced closer to polling day by the Palestinian Central Elections Commission.

A separate presidential decree has also indicated that Palestinian presidential elections are expected to take place in 2027, although no official date has been announced.

Palestine Legislative Election 2026: How Will the Election Take Place?

According to the presidential decree, Palestinians living in Jerusalem, the West Bank and the Gaza Strip will be eligible to vote in direct elections to choose members of the Palestinian Legislative Council.

“The presidential decree calls on the Palestinian people in Jerusalem, the West Bank and the Gaza Strip to participate in free and direct legislative elections to elect members of the Palestinian Legislative Council on the date specified,” the official Wafa news agency reported.

However, conducting a nationwide election remains a significant logistical challenge because the three territories are governed under different political and security conditions. Organising polling stations, ensuring voter access and coordinating election administration across all regions will require extensive planning.

Palestine Election 2026: Why Are Palestine Elections Being Held After Nearly 2 Decades?

The announcement comes after nearly 20 years without parliamentary elections.

The last legislative election took place in 2006, while the last presidential election was held in 2005, when Mahmoud Abbas was elected to a four-year term. Since then, no nationwide elections have taken place, and Abbas has continued governing through presidential decrees.

The prolonged absence of elections has raised concerns over democratic legitimacy and political accountability, leading to increasing domestic and international pressure for institutional reforms.

The upcoming election is widely viewed as an opportunity to rebuild confidence in Palestinian institutions and restore democratic governance. Political experts believe the absence of an elected legislature has weakened the Palestinian political system over the past two decades.

“There is a feeling among everyone that Palestinian legitimacy has eroded because of how long it has been since elections were held,” political science professor Ghassan Khatib told AFP.

He also described “a gap between the public and the leadership and a need to ‘renew the blood’” in Palestinian politics. “The absence of a legislative council for such a long time has caused significant damage to the political system,” he added.

The European Union and other international partners have also encouraged governance reforms while continuing financial support for the Palestinian Authority.

Palestine Election 2026: Can Hamas Contest the Palestine Legislative Election?

Hamas’ participation remains one of the biggest unanswered questions ahead of the election.

A new election law signed by Mahmoud Abbas requires all candidates to accept the political programme of the Palestine Liberation Organisation (PLO), which recognises Israel and supports a two-state solution.

Because Hamas has not accepted these positions, the new legal framework could prevent Hamas or Hamas-affiliated candidates from participating in the election.

So far, Palestinian authorities have not announced a final decision on whether Hamas will be eligible to contest the November vote.

Palestine Election 2026: What Happens to Hamas’ Role in Gaza?

Hamas has announced plans to dissolve its governing administration in Gaza as part of preparations for transferring authority to a technocratic committee established under the October 2025 US-brokered ceasefire.

However, the committee has not yet assumed control of Gaza, meaning Hamas continues to play a central role in governing the territory.

Whether the planned transition is completed before the election could significantly affect the organisation of voting in Gaza.

Holding elections across Gaza, the West Bank and East Jerusalem will require improved security conditions, functioning administrative systems and cooperation among multiple political stakeholders.

Analysts say the success of the election will depend not only on political agreements but also on whether conditions on the ground allow millions of Palestinians to vote safely.

Although Palestine now has a confirmed election date, several major challenges remain before voters head to the polls.

Authorities must finalise election procedures, determine candidate eligibility, organise voting across multiple territories and address ongoing political divisions between Hamas and Fatah. The security situation in Gaza and the broader regional environment will also play a crucial role.

If the election takes place as planned, it will mark Palestine’s first legislative vote in nearly 20 years and could become one of the country’s most significant political developments in decades. However, uncertainty surrounding Hamas’ participation and conditions in Gaza means the road to November 28 remains complex and unpredictable.
