The Ministry of External Affairs’ (MEA) decision to summon US Chargé d’Affaires Jason Meeks following an American military strike involving the Palau-flagged tanker Settebello off the coast of Oman marks a rare flashpoint in India-US relations. Publicly available records indicate that this is the sixth reported occasion since 2010 that New Delhi has formally summoned a senior American diplomat to register a serious protest over a bilateral dispute.
The latest summons followed a US military action that affected a vessel carrying 24 Indian crew members. With three Indians reported missing and 21 rescued, the MEA conveyed its concerns directly to the senior-most American diplomat currently posted in New Delhi.
A diplomatic summons is among the strongest instruments available to a government short of declaring a diplomat persona non grata or downgrading diplomatic relations. While disagreements between countries are often handled through diplomatic notes, demarches, official statements or private consultations, a formal summons requires an envoy to appear before the host government to receive an official protest. India has historically used this mechanism sparingly in its dealings with the United States.
The most recent cases illustrate the limited set of circumstances that have prompted such action.

In March 2024, the MEA summoned Acting US Deputy Chief of Mission Gloria Berbena following comments by the US State Department regarding the arrest of Delhi Chief Minister Arvind Kejriwal. India objected to what it viewed as commentary on an ongoing domestic legal matter and reiterated that judicial processes should proceed without external interference.
In March 2023, India summoned a senior US diplomat after Khalistan supporters vandalised the Indian Consulate in San Francisco. New Delhi lodged a protest over what it described as inadequate protection of diplomatic premises and reminded Washington of its obligations under the Vienna Convention.
In July 2014, reports based on documents leaked by former NSA contractor Edward Snowden suggested that the US National Security Agency had monitored foreign political entities, including the Bharatiya Janata Party. India responded by summoning the senior American envoy in New Delhi and seeking clarification regarding the allegations.
In December 2013, the arrest of Indian diplomat Devyani Khobragade in New York triggered the most serious India-US diplomatic confrontation in recent decades. India objected strongly to her treatment and summoned US Ambassador Nancy Powell multiple times during the dispute. The standoff expanded beyond the immediate case and led to a review of privileges enjoyed by American diplomats in India.
In February 2011, India summoned US Ambassador Timothy Roemer following the fallout from the Tri-Valley University visa fraud case in California. The MEA raised concerns over the treatment of Indian students, many of whom reported being subjected to electronic monitoring despite claiming they had been misled by the institution.
The pattern that emerges from these episodes is notable. Despite the rapid expansion of India-US cooperation in defence, technology, intelligence sharing and trade over the past decade and a half, New Delhi has generally reserved formal summonses for issues touching on sovereignty, diplomatic obligations, national security, or the safety and treatment of Indian citizens and officials. Publicly reported instances remain relatively rare, underlining the significance attached to each such diplomatic intervention.
