LONDON: Andy Burnham became Prime Minister on July 20, after the resignation of Sir Keir Starmer. Following his appointment, Burnham is investigating the possibility of reintroducing the higher 50p tax rate. Although the minister did not clarify whether any tax modifications would be made, he assured that all options are taken into consideration before the Budget.

Burnham said the frozen personal allowance has become a growing concern because it has brought more workers and pensioners into paying income tax.

He said: “Certainly, I heard issues related to the personal allowance more than anything on doorsteps in Makerfield.

“I think it’s been frozen now, hasn’t it, for a number of years, so it has dragged more people in – pensioners, I think – and that particularly I think has become a growing issue.

“So all of this will be looked at though at the budget, and obviously it’s difficult given the financial circumstances in which we find ourselves.

“But I wanted to recognise the point because it’s challenging for people and it’s people on the lowest incomes perhaps who’ve been most affected by that.

“So it’s an issue that I’m just kind of showing I have a visibility of the issue and the impact it’s had on the different groups that I’ve mentioned, but it’s difficult because changing the threshold is not without significant consequences. But I’m looking at it.”

Will the 50p Tax Rate Return?

The 50p income tax rate was introduced under Gordon Brown before being reduced to 45p in 2013. When asked whether he was considering bringing it back, Burnham declined to give a direct answer, saying,“I think that would be just premature to say that. I’ve barely got my feet under the table.” The comments suggest that no final decision has been taken and that the issue will be considered as part of the government’s first Budget.

How Will Burnham Fund His Plans?

Burnham also addressed questions about using the National Wealth Fund to support infrastructure spending. He insisted that his government would continue to follow existing fiscal rules and avoid taking unnecessary economic risks.

He said, “But we will stick to the existing rules, and I’ve made that very clear in Downing Street. So none of this is about taking risks with the economy. I’ve never done that in any role that I’ve had.

“We will show how it will be funded, and that will be clearly set out in our budget.”

What Support Could Britons Receive?

Alongside possible tax changes, Burnham said his government is working on measures to provide quicker relief to households dealing with the cost-of-living crisis, including possible support for energy bills, bus fares and housing costs.

He said, “We are looking at measures that could make a difference this year. So we are looking at all of those things, but we will make more announcements tomorrow.

“We’re just finalising the details. It’s premature to say it will be any one of those particular things. We just want to do some things that people will feel and feel quite quickly.

“It won’t solve everything, it won’t take all of the pressure off, but it just shows the direction of travel and that we’re serious about helping them out.”

The 50p rate was introduced by former Prime Minister Gordon Brown in 2010 to increase tax revenue from the highest earners. It was later reduced to 45p (45%) by the Conservative-Liberal Democrat coalition government in 2013. Andy Burnham has now indicated that his government is considering bringing back the 50p rate as one option to raise more money for public finances.
