US President Donald Trump has forcefully pushed back against reports that Chinese President Xi Jinping views the United States as a “nation in decline,” framing the assessment as a critique of the previous Joe Biden administration. Trump said the Chinese President referred to the “damage” done by the previous administration,  pledging to build a bilateral relationship with China that is “stronger and better than ever before.”

The diplomatic friction ignited following a report suggesting that China’s President Xi has privately characterised the US as a fading superpower. In a series of social media posts and subsequent public remarks, Trump dismissed the notion that the US is currently on a downward trajectory, insisting instead that the US economy is undergoing a massive revival under his leadership.

The New York Times ran a piece on Tuesday headlined, “China Increasingly Views Trump’s America as an Empire in Decline.” In the article, the paper cited Chinese nationalists and state-linked commentators as believing that Trump’s presidency in the US “validates Mr Xi’s worldview centred on ‘the rise of the East and decline of the West.’”

The US President dismissed the report, and instead told Fox News host Sean Hannity that Xi told him he’d “love to” help the US and Iran secure a peace deal for the reopening of the Strait of Hormuz and resolving Iran conflict.

Rebranding Narrative ‘US is an Empire in Decline’

Trump has claimed that any perception of American weakness, which China spoke about, was a relic of the Biden era. He argued that the Chinese leadership was reacting to the policy “failures” of his predecessor rather than the current state of the country.

“When President Xi very elegantly referred to the United States as perhaps being a declining nation, he was referring to the tremendous damage we suffered during the four years of Sleepy Joe Biden and the Biden Administration, and on that score, he was 100% correct,” wrote Trump. “Our Country suffered immeasurably with open borders, high taxes, transgender for everybody, men in women’s sports, DEI, horrible trade deals, rampant crime, and so much more!”

Trump played down Xi’s purported views, suggesting that any talk of decline was “yesterday’s news” and did not reflect the “unbelievable energy” returning to the American industrial sector.

“President Xi is a man I know well, a man I respect, and he saw what happened over the last few years—the border, the inflation, the weakness,” Trump continued in a series of posts. “But he [Xi Jinping] sees what’s happening now. He sees the tariffs, he sees the jobs coming back, and he knows America is respected again. We are not a declining nation; we are a nation that is being rebuilt greater than it was even before.”

A Competitive Harmony?

Despite the rhetorical sparring over national strength, Trump struck a surprisingly optimistic tone regarding the future of the two largest economies. Trump asserted that he intends to foster a partnership with Beijing that surpasses previous diplomatic benchmarks.

He emphasised that while the US would remain a fierce competitor, the goal was a “stable and productive” rapport. I have great hope that our relations with China will be stronger and better than ever before,” Trump stated. He noted that a “strong America” is a prerequisite for a balanced relationship with Xi, suggesting that China only respects “strength and results.”

This shift in tone appears designed to balance his administration’s aggressive trade posture with a desire for high-level personal diplomacy with the PRC.
