The decision to launch criminal probes follows an internal review of around 150 incidents involving Israeli troops during the Gaza war. The announcement has drawn attention because these killings (Hind Rajab; the 15 paramedics) are among the first ones from the Gaza war in which Israel’s military has decided to pursue criminal investigations into the conduct of its own troops.

Hind Rajab was a five-year-old Palestinian girl who hailed from Gaza. In January 2024, Hind became trapped inside a car in Gaza City after Israeli forces opened fire on the vehicle carrying her family. Several of her relatives were killed, while Hind survived and remained inside the damaged vehicle. She then made desperate phone calls for help.
An ambulance crew from The Palestine Red Crescent Society (PRCS) was sent to rescue her, but the PRCS members got killed after an attack on the ambulance. Hind Rajab & her family members were eventually found dead at the scene. Her story later inspired the film The Voice of Hind Rajab, which garnered international acclaim.

In March 2025, Palestinian paramedics were responding to casualties when Israeli forces opened fire on a group of emergency vehicles. The victims included personnel from the Palestine Red Crescent Society and other emergency and humanitarian groups.
Later, the bodies of the paramedics and the damaged emergency vehicles were discovered buried at the site. Israel initially said its troops had encountered vehicles moving suspiciously and alleged that militants were using emergency vehicles as cover. However, action was later taken and a deputy commander was removed from his post. Like Hind Rajab’s killing, this particular case also got widespread attention.
