Ukraine’s President Volodymyr Zelensky said Monday he expects Ukraine’s homegrown Freya anti-ballistic missile system to become operational within the next twelve months, as ten nations formally launched a new Anti-Ballistic Missile Coalition in Paris aimed at fast-tracking the low-cost alternative to America’s scarce Patriot interceptors.
The announcement came at the conclusion of the coalition’s first leaders-level meeting, hosted by French President Emmanuel Macron at the Hôtel des Invalides, where Zelensky thanked his French counterpart for convening the gathering.
“I am grateful to President Macron for organising and hosting the first meeting of the European Anti-Ballistic Coalition,” Zelensky said, framing the effort as central to Ukraine’s broader strategy for ending Russia’s war. “The more means Ukraine has to shoot down Russian ballistic missiles, the higher the likelihood that Putin will come to the negotiating table, because his last argument in this war will no longer work,” he said.
The French presidency confirmed in a statement that Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden and the United Kingdom had joined Ukraine in establishing the coalition, describing its goal as building “a shared anti-ballistic missile capacity for Europe.”
The nine partner nations, together with Ukraine, issued a joint declaration framing the effort in explicitly defensive terms. “We, the leaders of Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden, Ukraine, and the United Kingdom… today announce the launch of an exclusively defensive coalition on missile defence,” the statement read.
A $700,000 Answer to a $3.8 Million Problem
At the heart of the coalition’s ambitions is Freya, an air defence system developed by the Ukrainian defence firm Fire Point, the maker of the FP-1 strike drone and the Flamingo cruise missile, now pivoting into ballistic missile defence.
The system pairs Fire Point’s FP-7.X interceptor missile with European-supplied radar, tracking and command infrastructure, and is designed to counter the kind of ballistic missiles Russia has increasingly relied on as Ukraine’s stockpile of American-made Patriot interceptors has dwindled.
The economics driving the project are stark. Each Freya interceptor is expected to cost roughly $700,000 to produce, according to Reuters, compared with approximately $3.8 million for a single Patriot PAC-3 missile. Zelensky said the price gap, not the system’s eventual performance, is what makes the project viable at the scale Ukraine actually needs.
“FREYA is our Ukrainian anti-ballistic system… an analogue in terms of intercepting ballistic targets, an analogue of Patriot, but a system for more mass production and a cheaper system,” he told reporters ahead of the Paris meeting.
Russia fires an estimated 700 to 800 ballistic missiles annually, a rate that would require roughly 2,400 interceptors a year to counter, nearly four times the just over 600 Patriot PAC-3 missiles Lockheed Martin delivered worldwide last year, according to figures reported by defence analysts.
Fire Point has said it is targeting production of three FP-7.X interceptors per day beginning in August, with its chief executive projecting the system could carry out its first successful ballistic interception by the end of 2027.
Built to Avoid Foreign Control
Denys Shtilerman, co-founder and chief designer at Fire Point, has said Freya’s defining feature is not just its cost but its independence from any single supplier nation’s control. He has argued that many existing Western air defence systems operate within closed architectures that leave the manufacturing country holding effective authority over the system’s critical components, a structural dependency Freya’s designers are seeking to avoid by building an open-architecture system that new partner nations could join more easily.
Germany’s Hensoldt has already signed on to supply long-range detection radar for the project. At the same time, reports indicate ongoing discussions with additional suppliers including Denmark’s Weibel, Italy’s Leonardo and Norway’s Kongsberg, whose Fire Distribution Centre system is expected to serve as the project’s command post.
Ukraine’s and Germany’s defence ministers have already formally signed agreements enabling the exchange of technical documentation needed to begin integrating the system’s various components, which will communicate through the NATO-standardized Link 16 tactical data channel.
A Second Track, Alongside a New Patriot License
Monday’s coalition launch builds on momentum from last week’s NATO summit in Ankara, where President Trump pledged to grant Ukraine a license to manufacture its own Patriot interceptors domestically. “We’ll give them the right to make Patriots,” Trump said at the summit, an announcement Zelensky welcomed as a parallel, complementary track to the Freya project rather than a substitute for it.
“Our work on the joint Freya system is not intended to replace existing systems,” Zelensky said. “It is a way to supplement our defence, create a reliable shield over all of Europe, and do all of this faster and more cost-effectively.”
Zelensky has said Ukraine could theoretically develop the system independently, but that doing so without European partners would take considerably longer than the country’s current wartime needs allow. “We can do it ourselves, but years will pass,” he said, adding that the goal of Monday’s meeting was to bring together European leaders, national security advisers and defence manufacturers capable of accelerating the timeline through joint production.
Scepticism Remains Over Whether Freya Can Match Patriot’s Performance
Despite the optimism surrounding Monday’s announcement, independent defence analysts caution that Freya remains many months away from achieving what the military calls initial operating capability, even though Fire Point announced a successful flight test of the FP-7.X interceptor on June 3.
Some experts have also expressed scepticism that the system, once operational, will be able to match the Patriot’s demonstrated effectiveness against sophisticated ballistic threats, a gap that may not become clear until the system’s first real-world interception attempt, tentatively targeted for the end of 2027.
For now, the coalition’s formation represents a bet on unit economics rather than proven performance: a roughly $700,000 interceptor that, if produced at sufficient volume, could finally allow Ukraine and its European partners to build a magazine deep enough to match the scale of Russia’s ballistic missile campaign, a scale that a Patriot production license alone, however welcome, cannot close on its own.
