It should not be surprising if the illegitimate activities that Canada plans to fund in the name of furthering governance, democracy, human rights are efforts to cause civil strife within India and other countries.

According to Article 41(2) of the Vienna Convention on Diplomatic Relations, “All official business with the receiving State entrusted to the mission by the sending State shall be conducted with or through the Ministry of Foreign Affairs of the receiving State or such other ministry as may be agreed.” Additionally, Article 41(1) states that diplomats “also have a duty not to interfere in the internal affairs of [the receiving] State.” The Vienna Convention on Consular Relations too reiterates the point on non-interference in Article 55(1) which states, “They also have a duty not to interfere in the internal affairs of the [receiving] State.” Article 55(2) adds to this point, “The consular premises shall not be used in any manner incompatible with the exercise of consular functions.”

Despite such restrictions, an announcement posted in the first week of March 2024 on a webpage of the Canadian government is entitled “Canada Fund for Local Initiatives—India, Nepal, and Bhutan (2024)” and brazenly calls for funding proposals that will implement its agendas within India. The announcement then goes on to list the specific areas in which the Canadian government would provide funds. The first of these areas reads, “Inclusive governance, including diversity and 2SLGBTQI+, democracy, human rights and the rule of law.”
Clearly, this is interference in the internal affairs of India as well as the internal affairs of Bhutan and Nepal, and in complete violation of multiple articles of the Vienna Conventions on Diplomatic Relations and Consular Relations. Governance, democracy, human rights and the rule of law within India are not the domain of the Canadian government or its consulate.

The so-called “2SLGBTQI+” agenda that has been listed by Canada is a cover for criminal actions by its government. According to a report linked from the website of the Office of the High Commissioner of Human Rights, an arm of the United Nations, “All typical forms of Intersex Genital Mutilation are still practised in Canada, facilitated and paid for by the State party via the public health system Medicare. Parents and children are misinformed, kept in the dark, sworn to secrecy, kept isolated and denied appropriate support. What’s worse, IGM is explicitly permitted under Section 268 (3) (a) of the Canadian Criminal Code. Canada is thus in breach of its obligations under the Convention on the Rights of the Child.”
It is not unusual in Canada and the US to force young children attending schools to accept that they belong to the opposite sex and compel them to undergo surgery that irreversibly mutilates their bodies. These children are forbidden by their teachers from talking to their parents about the goings-on in their schools and thus fall prey to child abuse, organ theft, and permanent damage to their bodies. The New York Post recently reported that in one case, a family fled the US for India after discovering that their 10-year old daughter at the Centennial Elementary School in the state of Washington was being forced to undergo gender “transition” with the school authorities hiding its nefarious activities from the parents. Canada is also guilty of institutionalizing the rape of minor children by legalizing pedophilia and allowing children as young as sixteen to become the victims of rape.

It should not be surprising if the other illegitimate activities that Canada plans to fund in the name of furthering governance, democracy, human rights and the rule of law are covert efforts to cause civil strife within India and other countries. Canada is not the only country with such programs which blatantly violate the Vienna Conventions and bypass the governments. Actions of several American non-governmental organizations too violate the Vienna Conventions. One such NGO, Sister Cities International, was founded by President Dwight Eisenhower and is a surrogate for the US government and coordinates its activities with them in order to conduct “subnational diplomacy” by forming sister city relationships with local government officials around the world.

However, when China created its own outfit, the Chinese People’ s Association for Friendship with Foreign Countries (CPAFFC), to subvert the Vienna Convention and interfere in other countries and develop “sister” relationships with localities in the US, the National Counterintelligence and Security Center (NCSC) published a report entitled “Protecting Government and Business Leaders at the U.S. State and Local Level from People’s Republic of China (PRC) Influence Operations” that rang the alarm bells. According to the report, “the PRC may exploit these [sister city] pacts to press its agendas.” NCSC is correct in its assessment that the sister city pacts will be used to further China’s agendas.

The standard method to covertly further one country’s agenda within another country is to create a mechanism to pay bribes by transferring money in the name of philanthropy from the coffers of an NGO in the country that wishes to exercise control to the coffers of another NGO that is controlled by corrupt politicians and bureaucrats in the target country.
Canada’s announcement to fund projects within India is not new as it has been indulging in such activities for the past few years right under the government’s nose. For example, the announcement for 2023 can be found online. Such activities are a breach of security and an investigation should be launched to determine how such a grave breach occurred.
The government must also immediately crack down and put an end to these efforts and work with the governments of Bhutan and Nepal so that they do not fall victim to Canada’s machinations to destabilize the Indian subcontinent. Finally, India must work with countries around the world and alert them of nefarious activities and end the practice of violating the Vienna Conventions.
