Miffed by the way J&K police has been handling public protests and other related matters, Chief Minister Mufti Mohammad Sayeed has reportedly not given permission to his DGP K. Rajindra Kumar and CID chief Abdul Gani Mir to attend the three-day annual conference in Gujarat of all the police chiefs of the country. 
According to local media reports, Mufti has even supposedly told his party leaders that he may go for a massive reshuffle in the J&K police to make it more “humane” and “accountable”.
The Chief Minister, who also holds the Home portfolio, is reportedly angry with his DGP, IGP CID and other police officers for having failed to trace three missing persons from the Kupwara area of North Kashmir. 
Police has already arrested the territory Army jawan who is a local and is being blamed for the disappearance of the three persons. There have been protests in Kupwara over the failure of the police to crack the case of disappearance of the three civilians.
According to local reports, the Chief Minister did not give permission to DGP K. Rajindra Kumar and IGP CID Abdul Gani Mir to attend the three-day police conference in Gujarat that was inaugurated by Prime Minister Narendra Modi. “The DGP and IGP could not go as they could not get the permission to leave the state,” a senior police officer told The Sunday Guardian. This is for the first time that there is no representation from Jammu & Kashmir at the important annual conference where internal security would be discussed. 
Local reports suggested that the Chief Minister was unhappy with the way police has been handling the situation in Srinagar and other areas. 
He is believed to have told the police to crack the case of the disappearance of three civilians in Kupwara district, fearing that it can snowball into a bigger issue. 
Recently, the state authorities got court verdicts against them in the killing of some youth and the court, too, refused to give remand to the arrested minor youths “involved” in stone pelting.
Meanwhile, the Army has said that they are probing the allegations about the disappearance of some persons in Kupwara and has promised that if any jawan is found involved, he would be punished.  General Officer Commanding 15 Corps, Lt Gen Satish Dau told the media on Wednesday at the sidelines of an Army function that there would be “zero tolerance” for human rights violations.
Chief Judicial Magistrate of Kupwara has already asked the J&K police to produce credible evidence against the arrested jawan Manzoor Ahmad Khawaja or the court will hand over the case to some other investigating agency. 
J&K police has told the court that they have gathered enough evidence against the arrested Army jawan about his “involvement” in the crime.
