Pakistan is using its ISIS assets to spread insecurity and chaos in Afghanistan because it wants to put pressure on the Islamic Emirate of Afghanistan.

The friendship between Pakistan and Daesh Khorasan or ISIS is a reality which cannot be overlooked. It is pertinent to mention that Pakistan’s intelligence agencies, that include the Inter-Services Intelligence and the GHQ Rawalpindi, have made an agreement with the top establishment of Daesh. This agreement is called the “Dabori Agreement”. (Dabori is a place in Orakzai district in the Kohat Division of the Khyber Pakhtunkhwa province of Pakistan where many senior ISIS leaders are from.)
Both Pakistan and the leadership of Daesh Khorasan are following this agreement with all sincerity. It is due to this agreement that Daesh has never formally announced its branch in Pakistan despite being present in Pakistan, and has not carried out any attacks against the Pakistan army. A few attacks that appear to have been carried out by Daesh Khorasan, those too have been carried out at the behest of Pakistani military institutions, and most of them have been carried out on non-military targets, which is proof of ISIS’ loyalty to Pakistan’s army.

It is important to note that despite ISIS’ existence in Pakistan, no one has ever heard of Pakistan’s army or intelligence agencies conducting any operation against ISIS; this is due to the “Dabori Agreement”.
The Pakistan army and security agencies do not conduct any operation against Daesh Khorasan because they are respected and courteous to them and most of them are their guests and are staying in military guesthouses.


The objective of the Pakistani intelligence agencies to extend this hospitality to Daesh is natural, as Daesh was created by them to counter the Afghan Taliban (Islamic Emirate of Afghanistan). ISIS is using Khorasan province as a staging ground against the Islamic Emirate of Afghanistan.
Since the establishment of the Islamic Emirate in Afghanistan, Daesh Khorasan is facing severe difficulties. The safe areas of Afghanistan have been taken away from them and since they were not getting any place to hide, the majority of them have fled to Pakistan from where they are being launched by Pakistani military institutions to put pressure on Kabul after the tensions in relations with the Islamic Emirate of Afghanistan.

I am sharing details of some of the top Daesh Khorasan fighters who are enjoying the hospitality in guesthouses of Pakistan’s intelligence agencies. Most of them are from Orakzai Agency of Pakistan, which was the stronghold or main area of Daesh Khorasan. The first chief of Daesh Khorasan belonged to the same area.
This is the list of Daesh Khorasan fighters which I know are staying in Pakistan’s intelligence agencies guesthouses. I am writing their detailed description so that if anyone wants to verify it, it will be easy for them.

It is not only the ordinary fighters of ISIS Khorasan who are enjoying Pakistan’s hospitality, but also some big names who were among the first level leadership of ISKP. The most important of them is Sheikh Abdul Wadood, who belongs to the “Mamuzai” tribe of Orakzai Agency, who was relocated to Pakistan by ISI and MI after the establishment of the Islamic Emirate in Afghanistan.

Maulana Muawiya


Zain ul Abideen alias Mufti Darwish is also among the most important commanders of Daesh Khorasan. He is considered as among the most valuable assets of the Pakistan military. Apart from him, Maulana Abdul Mateen alias Abu Ahmed is also one of the senior commanders of ISIS who is now a guest in a guesthouse of Pakistan’s intelligence agencies.
Another ISKP guest in Pakistan is Maulana Muawiya from the Mamuzai tribe, who was the leader of the ISKP fidayeen (suicide attackers). He is now enjoying a luxurious and comfortable life with his children in a guesthouse owned by Pakistani intelligence agencies.


It is important to mention that in the last few days, Daesh Khorasan has carried out attacks on easy targets in Afghanistan’s Herat and Kabul provinces on the orders of Pakistani agencies. Resources and facilities for these attacks have been provided by ISI and its leaders have been told that carrying out such targets will not only help their “war strategy” but it will also keep ISKP relevant in the media.
Pakistan is using its above-mentioned ISIS assets to spread insecurity and chaos in Afghanistan because it wants to put pressure on the Islamic Emirate of Afghanistan. ISI and the Pakistan army are sending a message to Kabul that we have ISKP as a potent weapon.


Recently, the current caretaker Prime Minister of Pakistan, Anwar-ul-Haq Kakar, in an apparent warning to Kabul, said in a media interaction: how will Kabul feel if Islamabad helps Daesh Khorasan or gives them shelter?
This talk of this puppet Prime Minister of Pakistan was not just incidental, but it was a message of his masters (intelligence agencies of Pakistan).
