The Congress appointed 31 secretaries to assist AICC general secretaries, managing state affairs, grassroots programs, and ensuring party coordination effectively.

New Delhi: The Organisation General Secretary, K.C. Venugopal, has instructed All India Congress Committee (AICC) secretaries to spend 20 out of 30 days each month in their respective states.
The party recently appointed 31 secretaries and joint secretaries to assist the AICC general secretaries in their respective states. While most states have one to three secretaries each, Karnataka, Gujarat, and Maharashtra have four secretaries each, and Uttar Pradesh has six.
In the Indian National Congress (INC), AICC secretaries play a crucial role in the party’s organization and operations. They work under the guidance of AICC general secretaries, who typically oversee multiple states or departments. AICC secretaries are responsible for managing party affairs across states, ensuring communication and coordination within the party, and helping implement policies and programs at the grassroots level.
A Congress leader at the AICC explained, “Venugopal has instructed all the secretaries to be present in their states for most of the month. That is because the Congress organisation does not function smoothly, and with such a move, the party is expecting some order to be infused. If they remain in the states they have been given the responsibility of, they can connect with their cadre and perhaps stimulate the functioning of the party.”
In addition to assisting AICC general secretaries, AICC secretaries collaborate with Pradesh Congress Committees (PCCs) in their designated regions, guiding local leadership and addressing regional issues. They also help organize events, rallies, and campaigns to align party messages with the national strategy. Secretaries play a vital role in engaging members, managing party workers and volunteers, and providing updates to AICC leadership about the political climate, local leadership performance, and challenges at the state level. This feedback loop aids senior leadership in making informed decisions.
Another Congress leader added, “The secretaries are given one return ticket a month and therefore they can come back to Delhi for the remaining part of the month. On the other hand, AICC general secretaries can travel as many times as they want to, and all their travel expenses will be picked up by the organisation.”
