Rahul Gandhi is gradually taking charge of the Congress as the unofficial number two. It was on his insistence that the government changed “direct cash transfer” to “direct benefit transfer”. Rahul told Jairam Ramesh that since the government was planning to give various benefits to the poor through the scheme, they should not be talking just about cash transfer. So Ramesh came up with the new name and Rahul cleared it.
